Utility Blue Construction began the way many great ventures do—out of a garage, with a toolbelt, a growing family, and a shared dream. Franky and Perla Rangel, both born and raised in McMinnville, Oregon, had always believed in the value of hard work. Franky came up through the trades the old-fashioned way—hands-on, learning side-by-side with seasoned framers, drywallers, and painters. He built a reputation over the years for being not just skilled, but dependable, respectful, and sharp when it came to solving problems on the job.

Perla brought something equally powerful to the mix: a steady vision for business, a mind for organization, and a heart deeply rooted in community and family. Together, they saw an opportunity—not just to make a living, but to build something of their own. Not just for themselves, but for their kids.

So, with two young children and another on the way, they took the leap.

They named their company Utility Blue—a nod to the trade uniforms they wore with pride, the steady reliability of the color blue, and the utility of their work: clean, sharp, necessary. Their focus from day one was simple and specialized: framing, drywall, and painting—the backbone of any structure, and three trades they knew inside and out.

As Utility Blue grew, so did their values: quality over quantity, relationships over rush jobs, and accountability above all. They didn’t just want to get jobs—they wanted to be known as the team you call when you want it done right the first time.

Today, Utility Blue Construction services both residential and commercial clients throughout the Yamhill Valley. Their crews are tight-knit and highly trained. Their work is straightforward, sharp, and built to last.
